New York Proposes Generational Ban on Tobacco and Vaping for Anyone Born After 2007

Democratic Assemblymember Amy Paulin has officially introduced a legislative proposal to establish a generational tobacco and nicotine ban in New York State. The bill aims to permanently outlaw the sale of tobacco, e-cigarettes, nicotine pouches, and even rolling papers to any individual born after December 31, 2007.

The proposal will soon undergo its first major hurdle as it is reviewed by the Assembly's Health Committee. If passed, New York—home to nearly 20 million residents—would become the first U.S. state to implement such a sweeping measure.

However, opposition is already mounting. The Premium Cigar Association quickly mobilized against the bill, launching a petition and labeling the policy a modern-day prohibition. Despite local pushback, the move reflects a growing international trend, following similar generational bans adopted in the Maldives, the United Kingdom, and Thailand.
