Russian Regions Empowered to Ban Vape Sales Under New Law

The Russian State Duma has officially passed legislation granting regional governments the authority to completely ban the retail sale of vapes, e-liquids, and electronic nicotine delivery systems (ENDS) within their territories. This decentralized approach, aimed at curbing youth nicotine addiction, introduces a localized regulatory framework alongside nationwide licensing mandates.

The pilot program allowing regional vape bans will run from March 1, 2027, to March 1, 2032. This experimental window will allow federal authorities to analyze the health and economic impacts of localized bans compared to regions maintaining standard federal regulations.

State Duma Chairman Vyacheslav Volodin emphasized the urgent need for the law, noting that flavored vapes are deliberately designed to hook children. "Vapes differ from tobacco in that flavorings form an addiction. They are tasty, enticing, and children get hooked," Volodin warned, highlighting the immense health risks involved.
