Belgium to Ban All Vape Flavors Except Tobacco by September 2028

Belgian Health Minister Frank Vandenbroucke has confirmed a nationwide ban on all e-cigarette flavors except neutral and tobacco, effective September 1, 2028. This legislative move, overcoming prior political blockades by the Francophone Liberals (MR), directly aims to dismantle the appeal of vaping among youths and curb rising underage nicotine addiction.

Minister Vandenbroucke stated that attractive flavors are intentionally manufactured to entice young people, calling the practice "unacceptable." Health officials note that flavors mask the harmfulness of e-cigarettes, which tests show can sometimes contain dangerous pollutants like pesticides or lead alongside nicotine.

The policy aligns Belgium with the neighboring Netherlands, where a similar flavor ban is already in effect. Data from the Dutch market shows a significant impact on consumption: two out of five users reduced their vaping, and 22% quit completely. Belgium plans to enforce the new rules strictly, including comprehensive checks on online shops.

The delayed implementation date of Autumn 2028 is necessary for two primary reasons:

  • EU Compliance: The law must undergo the mandatory EU TRIS (Technical Regulations Information System) notification process to prevent internal trade barriers, a procedure with an unpredictable timeline.
  • Inventory Clearance: The government is providing retailers with an extended grace period to sell off their existing flavored stock.

The decision has sparked highly polarized reactions across the country. The cancer charity "Stand up to Cancer" (KOTK) strongly welcomed the ban. The organization condemned flavors like cotton candy and bubblegum as ruthless marketing tactics designed solely to drive youth curiosity and subsequent addiction.

Conversely, Perstablo, the professional association of Belgian tobacconists, expressed "great concern" over the impending restrictions. They argue the government is relying on an emotional narrative that ignores the needs of adult consumers.

According to Perstablo representatives, the ban threatens to have devastating consequences for hundreds of thousands of adult ex-smokers who consciously chose flavored vaping as a harm-reduction alternative to combustible cigarettes.
