Turkish Health Minister Kemal Memişoğlu confirmed that a planned mandate requiring national identification numbers for tobacco purchases focuses on preventing underage sales. Addressing public debate over personal data privacy, the ministry announced it is reviewing secure electronic verification tools to protect customer identities at retail checkouts.
During an October 10 broadcast on TRT Haber, Memişoğlu stated that the draft bill will head to the Grand National Assembly of Turkey (TBMM) within weeks. The initial announcement prompted public debate regarding how retail clerks would handle national identity numbers and whether consumer purchase histories would be logged.
Digital Verification to Enforce Underage Sales Bans
Under Turkey's Law on the Prevention and Control of the Harms of Tobacco Products, selling tobacco to anyone under 18 is prohibited. However, retail compliance remains difficult to track consistently at point-of-sale terminals.
Memişoğlu stated that the government is evaluating automated, privacy-focused digital tools that confirm an individual's legal age without logging or exposing sensitive personal information to third parties.
New Outdoor Restrictions as Tobacco Use Climbs
The upcoming health package prepared by the AK Party also targets outdoor public spaces. Memişoğlu stated that protecting clean air access for non-smokers is a public health priority.
New restrictions will establish smoke-free perimeters around hospitals and educational institutions. The policy push comes as data from the Turkish Statistical Institute (TÜİK) indicates growing tobacco consumption across the country.
| Demographic Group | 2022 Daily Use Rate | 2025 Daily Use Rate |
|---|---|---|
| Overall Population (Age 15+) | 28.3% | 30.1% |
| Men | — | 42.9% |
| Women | — | 17.5% |
With smoking rates rising, the health ministry intends to finalize its digital age-verification framework before presenting the formal legislative text to lawmakers.
