Poland to Raise Vape and Tobacco Excise Taxes in 2026

The Polish government has confirmed an increase in excise taxes on vaping devices, e-liquids, and traditional tobacco products starting in January 2026. Government spokesperson Adam Szłapka stated the move aims to close tax loopholes while reducing the economic accessibility of nicotine products for young people.

Under the new plan, the excise tax on vaporization devices will rise from 40 PLN to 50 PLN per unit. This change specifically targets manufacturers who previously avoided taxes by selling e-cigarettes in separate components. Additionally, the tax on e-liquids will increase from 1.44 PLN to an estimated 1.80–2.20 PLN per milliliter.

Traditional tobacco users also face higher costs. Cigarette excise taxes will increase by 20%, rising from 345 PLN to 414 PLN per 1,000 cigarettes. Taxes on smoking tobacco will jump by 30%, and novel tobacco products will see a 20% increase. The Ministry of Finance expects these adjustments to help drive total excise revenues to 103.3 billion PLN in 2026.
