Turkey Proposes Radical Tobacco and Vape Ban with €191,000 Fines by 2040

The Turkish government has drafted severe legislation to completely phase out the sale of all tobacco and vaping products by 2040, aiming to create a "tobacco-free generation" through massive fines and strict public consumption bans.

  • Crippling Penalties: Violators face fines of up to 10 million Turkish Lira (approx. €191,000) for importing or selling vapes and tobacco.
  • Public Space Bans: Smoking and vaping will be strictly prohibited in sensitive areas, including beaches, playgrounds, and places of worship.
  • Targeting Youth: The legislation heavily focuses on restricting minor access to nicotine, empowering local authorities to enforce the crackdown.

The Turkish government, led by the ruling AKP party and the Ministry of Health, has introduced a radical legislative draft to completely ban the sale of tobacco and e-cigarettes by 2040. This aggressive health initiative aims to establish a "tobacco-free generation" and protect vulnerable groups from secondhand smoke, directly resulting in some of the world's strictest anti-nicotine penalties.

According to the Turkish newspaper Hürriyet, the proposed law goes far beyond standard restrictions. It targets the import, sale, and distribution of all traditional cigarettes and modern e-cigarettes (vapes), leaving no loopholes for alternative nicotine delivery systems.

To enforce these sweeping changes, the government plans to implement severe financial penalties. Individuals and businesses caught violating the sales and distribution bans will face fines reaching up to 10 million Turkish Lira (approximately €191,000). This serves as a powerful deterrent designed to dismantle the local tobacco trade.

Beyond commercial sales, the legislation significantly shrinks the spaces where smoking and vaping are legally permitted. To protect children and non-smokers, strict consumption bans will be enforced in:

  • Public beaches and popular tourist squares
  • Children's playgrounds
  • Places of worship
  • Educational institutions

Aligning with broader European health strategies, Turkey's ultimate goal is to phase out nicotine consumption entirely over the next decade and a half. The transition will be gradual, introducing successively stricter regulations. A primary focus of the draft is cutting off youth access to vapes, which have seen a recent surge in popularity among young demographics.

Local authorities will be granted expanded powers and resources to monitor compliance and penalize offenders effectively. This shift signals a major cultural pivot for the popular tourist destination. International holidaymakers, who have historically enjoyed a relatively tobacco-friendly environment in Turkey, will soon need to adapt to a heavily regulated landscape where public health takes absolute priority.
