The Malaysian government is proceeding with plans to implement a comprehensive ban on e-cigarettes and vape products, according to Health Minister Datuk Seri Dr. Dzulkefly Ahmad. A Cabinet Memorandum (MJM) finalizing the proposal is expected to be tabled early next year.
"We are moving towards a ban. The main question is the timing," Dr. Dzulkefly stated, expressing confidence that it could be enacted by mid-2026 or late next year. The decision is driven by escalating health risks associated with vaping, particularly the use of liquids contaminated with illicit substances like synthetic cannabis.
A special committee is currently studying the societal and legal implications of such a prohibition. Dr. Dzulkefly previously indicated to the Dewan Negara that the ban would likely be phased, starting with open-system devices before expanding to cover all vape products.
