
Azerbaijan is set to implement a new legal framework to regulate fines and enforcement mechanisms for electronic cigarettes, according to MP Soltan Mammadov of the parliamentary Health Committee. Following the adoption of a new law, specific legal acts will define penalties for violations.
Mammadov highlighted the growing concern over e-cigarette use, particularly among minors, noting that usage rates in this demographic are roughly ten times higher than among adults. The proposed legislation aims to clearly classify tobacco products, distinguishing between traditional tobacco, heated tobacco products, and e-cigarettes. Drawing on global experiences, the regulations will likely include restrictions on usage and chemical content to protect public health.
"Implementing restrictions on tobacco products, including electronic cigarettes containing carcinogens... is a step toward protecting public health," Mammadov stated. He emphasized that effective legislation requires punitive measures, the details of which will be established through statutory instruments after the law is enacted.
