France Becomes Second EU Nation to Ban Disposable Vapes

France’s parliament voted overwhelmingly on Thursday to ban disposable e-cigarettes, joining Belgium as the second EU country targeting "puff" devices. The legislation cleared its final hurdle in the Senate, capping months of cross-party collaboration.

Key Details:

  • Ban applies to pre-filled disposable vapes (commonly called "puffs")
  • Products often contain high nicotine levels and flavors like watermelon, cola, and apple
  • Law takes effect after presidential approval and nationwide implementation

Lawmakers emphasized dual motivations: curbing teen nicotine addiction and reducing lithium battery waste. “This is a victory for our environment and our children,” said bill author Francesca Pasquini. Each disposable vape contains a lithium battery, contributing to electronic waste despite recyclability claims.

Health Minister Michel Lauzzana praised the bipartisan effort on social media: “Now we await President Macron’s promulgation.” The ban aligns with France’s broader anti-smoking campaign, which aims to phase out tobacco use entirely by 2032.

EU Accelerates Push for Tobacco-Free Generation by 2040

Belgium set the EU precedent in December 2024 by banning disposable vapes. France’s move strengthens regional momentum toward the EU’s goal of reducing smoking rates from 25% to under 5% by 2040. Health authorities warn nicotine disrupts adolescent brain development and may gateway to harder drugs.

Global Context:

  • UK: Restricts vape flavors and sizes but allows disposables
  • Australia: Permits pharmacy-only sales with prescriptions
  • US: FDA focuses enforcement on unauthorized flavored products
