Kentucky Moves Closer to Licensing Nicotine Retailers with House Vote

The Kentucky House passed S.B. 100 on Wednesday with an 82-11 vote, bringing the state closer to requiring licenses for retailers selling nicotine products. The bill, which the Senate approved in February with some House amendments, would grant the Department of Alcoholic Beverage Control inspection and enforcement powers over these retailers, similar to those for alcohol sellers. Under the proposed legislation, retailers found selling nicotine products to minors would face fines, with half the collected money going to a youth prevention program. The amended bill now returns to the Senate for a vote.
